Offence · controlled substances at the border

Medication that is lawful at home and controlled here.

This is the quietest way a law-abiding traveller ends up in a Turkish criminal file. A medicine prescribed by your own doctor, carried in your own luggage, can fall under Turkish controlled-substance rules — and the fact that it was prescribed abroad does not settle the question by itself.

Section 01

Why this happens at all

Every country keeps its own list of controlled substances, and the lists do not match. A medicine that a pharmacy hands over routinely in one country can sit on a controlled schedule in another. Türkiye is no exception, and some categories of everyday prescription medicine are treated far more strictly here than travellers expect.

Because the classification is about the active substance rather than the brand, checking the box you were given is not enough. The name on the packet may be unfamiliar to an officer; the substance inside will not be.

We do not publish a substance list on this page, and you should be wary of any site that does. These schedules change, they differ by formulation and dose, and a stale list read by a worried traveller is worse than no list. If you need to know about a specific medicine before you travel, ask us or ask the Turkish authorities directly.
Section 02

What actually happens at the border

Medication is normally noticed in one of three ways: a scan of checked or cabin baggage, a routine question about what you are carrying, or a declaration you make yourself. What follows depends on the substance, the quantity and the documentation.

At the lower end, a short conversation resolves it. Further along, the medicine is seized and a record is opened. At the serious end, the matter is treated as importation of a controlled substance and the framework becomes the one used for drug offences (TCK 188), which is a very different situation with a very different exposure.

Quantity matters more than people expect

An amount that is plausibly a personal course of treatment reads very differently from an amount that is not. "I brought enough for a year because it is cheaper" is an honest sentence that can do real damage.

Section 03

What to carry

  • The original prescription, and where possible a doctor's letter naming the active substance, the dose and the treatment period.
  • Original packaging and the patient information leaflet, not a pill organiser.
  • A quantity that matches the trip, not the year.
  • An English translation of the prescription or letter, which costs little and removes the interpretation problem at the moment it matters.

None of this guarantees passage. It moves the conversation from "what is this" to "here is what this is", which is a much better place to start.

Section 04

If your medication is questioned

The four moves on this site apply here exactly as they do anywhere else. In addition, and specific to this situation:

  • Do not consent to anything being described as "not mine". Ownership of a lawfully prescribed medicine is not the problem; the classification is.
  • Ask that your prescription and any letter be entered into the record. Documents that exist but are not in the file might as well not exist.
  • Do not sign a Turkish record you cannot read, even when officers are being entirely reasonable and the matter feels small. A record made at the border is the document that follows the file.

Questions we are asked most

My prescription is from an EU country. Is that enough?
It helps considerably, but it does not settle the classification question under Turkish law. Prescriptions establish legitimacy of use; they do not change which schedule a substance sits on here.
Can I post medication to myself in Türkiye instead?
That is generally a worse route, not a better one. Posted items are examined without you present to explain, and there is no opportunity to produce documents at the moment of inspection.
The medicine was seized but I was released. Is it over?
Not necessarily. A record may have been opened and an investigation may continue after you leave. Finding out what was recorded is worth doing while you can still act on it.
Should I declare medication on arrival?
Declaring is usually the better posture where there is any doubt, and it is much easier to do with documents in hand. If the substance is one you are unsure about, take advice before you travel rather than at the counter.
